Fall, wind, and rain are here. Late-November, (which is the last time severe weather shelters were offered) is two months away. At Friday’s 1:30 p.m. Homeless Strategies Workgroup meeting, 5 minutes are scheduled for discussing Winter Shelter (temporary and emergency) and 5 minutes are scheduled for discussing Encampment clean-up/sweeps. How are these critical topics not a priority topic when people who are unsheltered are in positions -right now – to have their tarps and tents either blow away or be flooded, and freezing temps are weeks away?

I am posting below Bellingham Police Department Chief Doll’s statement at the 8/24/20 Bellingham City Council meeting last night, which was regarding the September 2019 prank involving BPD officers taking advantage of a severely mentally ill community member to play a dangerous prank on fellow officers at a local restaurant. The incident was reported in the Bellingham Herald on August 15. I will put the link to the part of the meeting where the statement begins at about 00:52:30, https://youtu.be/7-r7GZCe5r0?t=3146

Q: So guess who’s not at all afraid to commit to actions regarding the Bellingham Police Department? (And don’t get excited on this first one, because, in this case, it’s not good news).

Since the body count of victims of unjust killings by police officers culminated with the slaying of George Floyd by Minneapolis police officers in late May this year, community members in various areas of Whatcom County have been calling more intensely for numerous types of law enforcement and justice changes aimed at eliminating racist, discriminatory, biased, violent, militaristic, unjust, or unnecessary law enforcement actions. Increasingly, voices of local law enforcement officials are resounding in response.

On June 23, 2020 the first meeting of the City of Bellingham’s Immigration Advisory Board was held remotely, via Zoom.  A recording of the meeting has not yet been posted on the COB website. The meeting primarily covered member introductions and housekeeping issues such as whether Roberts Rules of Order would be adopted for meeting procedures, or if other models would be preferred and adopted.  However, some of the items being evaluated that night could prove critical in their impacts on how effective the IAB can be in addressing concerns and needs of immigrants, regardless of their status, in Bellingham. The notes below primarily cover those type of items that came up during the meeting. Continue reading

Some same old lines and some questionable progress on immigrant protection: notes on the 2/25/19 Bellingham City Council Justice Committee meeting / Noisy Waters Northwest

It’s been two full years since the City of Bellingham abruptly pushed aside the Keep Bellingham Families Working ordinance in favor of approving their own ordinance regarding immigrant protection. In all that time there has been no amending of that ordinance or activation of civilian oversight or of a safe space to report discrimination or persecution.

In this video Jim Peterson of HomesNOW! Not Later gives an update on a recent meeting Jim went to with Bellingham Planning Director Rick Sepler, Bellingham Police Department Chief Doll, and (I believe) COB Finance Director Brian Henshaw. It’s great to listen to, if you have the time, because you get a feel for how frustrating it is to just be granted permission to move forward with work that really, we would think our government officials would be leaping to help facilitate.  Continue reading
