PUZZLE PIECES: Late last week, the sponsor for the Gateway Pacific Terminal project announced they would suspend the environmental review process as they await the separate determination by the U.S. Army Corps of Engineers of whether the GPT project materially interferes with the tribal treaty fishing rights of Lummi Nation. In January 2015, Lummi Nation asked the Corps to investigate whether a proposal to ship up to 54 million tons of coal per year aboard scores of the world’s largest freight vessels out of Cherry Point would interfere with the tribe’s rights to fish in usual and accustomed (U&A) places, as defined by treaty.
