Author’s Note: I was wrong and owe the prosecutor an apology. I’m sorry. I am told on good authority that the header designating the Chief Deputy Prosecutor on the draft revision was in fact a pagination carry-over from the footer of the previous page. Further, my source reveals that the edits referenced below actually originated from new council member Todd Donovan. Perhaps he can explain?

The prosecutor Todd Donovan has apparently reacted badly to the County Council taking a leadership role to guide jail planning efforts following the defeat of the county’s proposed sales tax levy last November. Continue reading

In the original Whatcom County Council Agenda for Tuesday, February 23, 2016, the Finance Committee was scheduled to hear an “Update from Whatcom County Sheriff Bill Elfo regarding jail use agreement negotiations with the City of Bellingham (AB2016-100).”

Sheriff Bill Elfo is scheduled to make a presentation to the County Council tomorrow. Agenda Bill 2016-100 states only that the presentation is about the Jail Use Agreement with the City of Bellingham.

The problem is that most of this is political lobbying and half-truths. The Sheriff consistently shifts the blame of mismanagement to others, and the guilt of overcrowding to the state or to his powerlessness to change anything. Continue reading
