The 110 page Scoping Report for the Shell Anacortes Oil by Rail facility was released this week on December 18, 2015.  The first comment period for the Environmental Impact Statement (EIS) closed on November 5th, 2015 and Skagit County and the Department of Ecology (the co-lead agencies) are now reviewing public comments and are analyzing and developing material for the Draft EIS which is projected to be completed in the Fall of 2016.
