This election flow chart gives people a way to view entities that financially impacted our 2013, 2014, and 2015 Whatcom County elections, and were funded specifically by Gateway Pacific Terminal (GPT) project applicant, SSA Marine/Pacific International Terminals (PIT).

$58,545 to Clear Ballot Choices (Pacific International Terminals), a Single Year PAC for 2015

$42,545 to Whatcom County Republican PAC
-Whatcom County Republican Party PAC contributed:
$3,300 to DOVE Whatcom PAC
-Common Threads Northwest contributed: $6,000 to DOVE Whatcom PAC

-Pacific International Terminals contributed:
$10,000 to SAVEWhatcom PAC on 9/25/2014
SaveWhatcom then funneled that $10,000 to its affiliated PAC Whatcom First on 10/2/2014. Conservative Charter Review Commission candidates Dick Donahue, Chet Dow, and Larry Helm each received the benefit of independent expenditure advertising from the pro-GPT SAVEWhatcom/Whatcom First PACs. Every conservative candidate (except Jon Mutchler) running for the Charter Review, and Whatcom PUD candidate Jeff McClure all received the benefit of independent expenditure advertising from the pro-GPT SAVEWhatcom/Whatcom First PACs

Cloud Peak Energy has had a throughput agreement since February 2013, with SSA Marine that provides Cloud Peak with an option for up to 16 million tonnes of capacity per year through GPT. In August 2015, Cloud Peak signed a partnership agreement giving it a 49% stake in PIT/GPT.
